The General Headquarters and Headquarters Service Command, informally called GHQ-AFP, is one of the Armed Forces of the Philippines' support units tasked in base management of Camp Aguinaldo and provides headquarters support services to subordinate units of the AFP.

The AFP GHQ & HSC was born out of the General Services Battalion of the Philippine Constabulary that was originally stationed at the Old Constabulary Barracks in Tondo, Manila. It then moved to its new home at Camp Murphy on 11 January 1935. Major Mariano N Castañeda PC was designated as its commanding officer.

Towards the end of World War II in 1946, the unit was redesignated and renamed as Headquarters and Service Battalion. The unit was then tasked with Camp Administration and Security.

By 15 October 1948, the Chief of Staff of the Armed Forces of the Philippines ordered the redesignation of the unit as Headquarters Service Group, GHQ, AFP tasked with the same work as it was previously doing.

With the unit-wide restruction of the AFP, post EDSA I, the unit was then upgraded to a provisional unit and renamed General Headquarters and Headquarters Service Command, AFP.

On 15 May 1987, the provisional status of the unit was lifted and the GHQ-HSC became the unofficial fourth branch of service of the Philippine Military, taking responsibility over Base Administration & Security, and command of the AFP Technical Service Units.

At present, the GHQ-HSC serves as the Camp Administrator of Camp Aguinaldo and provides communication services, command & control services, and security for the higher echelons of the Philippine Military.

14th AFP MSGC Regular MeetingThe Western Command headed by LTGEN RAUL L DEL ROSARIO AFP hosted the 14th AFP Multi-Sector Governance Council Regular Meeting last 20 April 2017 at Camp General Artemio G Ricarte, Puerto Princesa City. 

The Chief of Staff, GEN EDUARDO M AÑO AFP and the Chairman, AFP MSGC, Mr. Francis G. Estrada presided the activity.

The council discussed the plans and actions being taken to improve the AFP's performance in communication and advocacy, resource planning and generation, governance and policy, and strategy assessment and review. Updates on Quick-win Projects’ initial action plans were also presented of the CSAFP.

This is the first visit of the AFP MSGC to a Unified Command.

The AFPTR Governance Forum-Lecture Series 01-17 with the theme "Best Practices in Leadership” was conducted last March 13, 2017. The AFP invited Dr Michael Morales, a PMA graduate and a permanent faculty member of the International Graduate School for Leadership (IGSL), to be the guest lecturer. Dr Morales shared some of his experiences in leadership, as well as the best practices he learned during his previous researches on leadership from the military academy he visited and recently at the West Point Military Academy in the United States, which he believes can be useful in the AFP settings.

The conferral of the AFP Transformation Roadmap Institutionalization Pathway (AFPTRIP)AFPTRIP Awarding 01 17 img 2 Compliant Status and Proficient Status to deserving AFP units and offices was also one of the highlights of the activity.

The Compliant Status was awarded to the Office of the Deputy Chief of Staff for Communication, Electronics, and Information System, J6; Communication, Electronics, and Information System Service, AFP (CEISSAFP); Office for Legislative Affairs (OLA); AFP Procurement Service (AFP PS); AFP Finance Center (AFP FC); AFP Command Center (AFP CC), and the AFP Commissary and Exchange Service (AFPCES).

Offices/units awarded with the Proficient Status are the Office of the Chief Nurse (OTCN); Central Command (CENTCOM), who also received the Silver Governance Trailblazer Certification, Eastern Mindanao Command (EASTMINCOM) and the Office of the Internal Auditor who both received the Gold Governance Trailblazer Certification.

The AFP held its 13th Regular Meeting at the General Headquarters Conference Room last January 17, 2017. Attended by 8 AFP MSGC members namely Dr Jesus Estanislao, Mr Francis Estrada, Usec Rommel Gavieta, Dr Ronald Mendoza, Dr Jose Ramon Albert, Fr Jose Cruz, Bishop Noel Pantoja, Bai Rohaniza Sumndad-Usman, together with LTGEN SALVADOR MELCHOR B MISON JR, VCSAFP, who represented GEN EDUARDO M ANO, CSAFP; VADM NARCISO A VINGSON JR, TDCSAFP, and heads and representatives of the J-Staffs.

Highlighted during the event was the turn over of the AFP MSGC Chairmanship of Dr Estanislao to Mr Estrada. Furthermore, the new quick win projects were introduced. For Quick-win project #1: AFP Hotline, chaired by CRSAFP; Quick-win project #2: Sustaining AFPTR in Personal, Family, and Community level, chaired by OJ7; and Quick-win project #3: Strengthening AFP's Think-Tank, chaired by OSSSM.

Institutionalization Stage

With more than 4 years of non-stop commitment under its belt, the Armed Forces of the Philippines has yet again made history as it was declared PGS Institutionalized last November 29, 2016. Speaking in front of the heads of the AFP’s Joint, Personal, and Special Staff as well as the chiefs and commanders, or their designated representatives, of the various Unified Commands and AFP Wide Support and Service Units, and the Major Services, Major General Oscar T. Lactao, The Inspector General, delivered a presentation that could only be described as nothing short of heart-pounding and tear-jerking.

Showcasing his brilliance and finesse, the AFP Inspector General stood proudly at the stage as he carefully, and effectively defended the AFP’s case in front of the panel convened by the Institute of Solidarity for Asia (ISA). His efforts also brought not just the PGS Institutionalized Status, but also a Silver Trailblazer Award.
